Drawing on in-depth interviews with young women and men in rural and urban Brazil, this qualitative research explores gender dimensions in the causes and consequences of being "out of work and out of school." A key conclusion from this research is that this term (or the Portuguese: "nem-nem") does not translate well the complex realities of this highly heterogeneous group. The paper develops inductively from the data a typology of these youth, who face different barriers along their trajectories: a) barriers to building aspirations and internal motivation to return to school or work, b) barriers to action, and c) external barriers. Participants' position along this spectrum is shaped by social context and gender norms that frame youth's trajectories and envisioned futures. These observed patterns are particularly strong in rural areas, where youth perceive fewer quality economic opportunities and stronger division of gender roles within the household and in farming activities, which keeps young women in lower paid or unpaid roles. Participants who have successful trajectories to technical schools, universities, or formal work demonstrate strong resilience, which seems to be built on their relationships with their families, peers, partners, and role models.

Early school leaving and youth unemployment are on top of the societal and political agendas, both in Belgium and in Europe. More and more observers fear a 'lost generation' of young people who, by the combined effects of educational failure and unemployment, see their chances for a fulfilling and productive life seriously diminished. Integrating and keeping young people into education and the labour market is becoming a huge challenge and a priority for European societies. Early school leaving & youth unemployment is the result of an international call for scientific papers by the P&V Foundation, which aimed to reward articles that succeed to elucidate in a rigorous, empirical and original way the causes of and possible solutions for early school leaving and/or youth unemployment in Belgium and other OECD societies. The authors come from different disciplines, such as sociology, economy, education and labour market studies.

Achievement tests play an important role in modern societies. They are used to evaluate schools, to assign students to tracks within schools, and to identify weaknesses in student knowledge. The GED is an achievement test used to grant the status of high school graduate to anyone who passes it. GED recipients currently account for 12 percent of all high school credentials issued each year in the United States. But do achievement tests predict success in life? The Myth of Achievement Tests shows that achievement tests like the GED fail to measure important life skills. James J. Heckman, John Eric Humphries, Tim Kautz, and a group of scholars offer an in-depth exploration of how the GED came to be used throughout the United States and why our reliance on it is dangerous. Drawing on decades of research, the authors show that, while GED recipients score as well on achievement tests as high school graduates who do not enroll in college, high school graduates vastly outperform GED recipients in terms of their earnings, employment opportunities, educational attainment, and health. The authors show that the differences in success between GED recipients and high school graduates are driven by character skills. Achievement tests like the GED do not adequately capture character skills like conscientiousness, perseverance, sociability, and curiosity. These skills are important in predicting a variety of life outcomes. They can be measured, and they can be taught. Using the GED as a case study, the authors explore what achievement tests miss and show the dangers of an educational system based on them. They call for a return to an emphasis on character in our schools, our systems of accountability, and our national dialogue.
